>> he definitely can. it's absolutely a possibility. as i said, the reason this didn't go anywhere is because democrats wouldn't play ball. it would will be a different scenario if the president comes up with something. with the speaker, even with members of the senate, perhaps -- you know, he's been dealing with the speaker, perhaps now he's going to start talking to the republican leader in the senate to try to cobble together something. it is a whole new world with regard to these negotiations right now. but it is very clear, even in talking to some of the most conservative house republicans, that if they can come up with a plan that will get the majority of democrats, and by the way, the democrats, many of them are not happy with some of the concessions that the president made, like on social security benefits, things like that, even if they can get most democrats in the house to vote for it, and pick off a number of 30 republicans which is what they would need. they could potentially get a deal. this might be ironically a breakthrough that nobody expected, but it could lead to some kind of deal. >> and you think a deal by the end of the year? how does it work now? could they really get that done and when?
